GLORIA JEAN WILLIS (CRD #4862077, CHICAGO, ILLINOIS)

July 30, 2021 – An AWC was issued in which Willis was barred from association with any FINRA member in all capacities. Without admitting or denying the findings, Willis consented to the sanction and to the entry of findings that she refused to provide on-the-record testimony as requested by FINRA. The findings stated that Willis was under investigation regarding the circumstances of her termination from her member firm when she refused to appear. (FINRA Case #2020068960401)

JAMES FRANCIS O’REILLY (CRD #2209758, PORT JEFFERSON, NEW YORK)

August 2, 2021 – An AWC was issued in which O’Reilly was barred from association with any FINRA member in all capacities. Without admitting or denying the findings, O’Reilly consented to the sanction and to the entry of findings that he refused to provide on-the-record testimony as requested by FINRA. The findings stated that O’Reilly was under investigation regarding potential undisclosed outside business activities and private securities transactions involving private placement offerings when he refused to appear. JEFFREY SCOTT ANDERSON (CRD #5993214, BLOOMINGTON, ILLINOIS)

August 2, 2021 – An AWC was issued in which Anderson was barred from association with any FINRA member in all capacities. Without admitting or denying the findings, Anderson consented to the sanction and to the entry of findings that he converted and misused an elderly customer’s funds for his own use. The findings stated that Anderson converted $26,579.72 from his customer by convincing the customer to write checks to him personally to purchase investments or insurance for the customer, and instead used the money to pay for personal expenses. HUGUES GUIRAND (CRD #3045595, VIRGINIA BEACH, VIRGINIA)

July 26, 2021 – An OHO decision became final in which Guirand was barred from association with any FINRA member in all capacities. The sanction was based on findings that Guirand failed to provide on-the-record testimony and provide documents and information as requested by FINRA. The findings stated that Guirand had been under investigation regarding customer allegations that he had solicited the customer’s investment in real estate transactions without his member firm’s approval when he failed to respond to FINRA’s requests. EUGENE ARTHUR MCADAMS (CRD #4190211, CENTER MORICHES, NEW YORK)

August 3, 2021 – An AWC was issued in which McAdams was barred from association with any FINRA member in all capacities. Without admitting or denying the findings, McAdams consented to the sanction and to the entry of findings that he refused to provide on-the-record testimony as requested by FINRA. The findings stated that McAdams was under investigation regarding the suitability of McAdam’s recommended securities transactions in customers’ accounts when he refused to appear. DAVID ALLEN MAUTE (CRD #4307126, SPRINGFIELD, OHIO)

August 3, 2021 – An AWC was issued in which Maute was barred from association with any FINRA member in all capacities. Without admitting or denying the findings, Maute consented to the sanction and to the entry of findings that he refused to provide documents and information as requested by FINRA. The findings stated that Maute was under investigation regarding after allegations of failure to notify the firm of a loan between him and a customer of the firm when he refused to provide information. YONARA VALERIO (CRD #5754141, NEW YORK, NEW YORK)

August 3, 2021 – An AWC was issued in which Valerio was barred from association with any FINRA member in all capacities. Without admitting or denying the findings, Valerio consented to the sanction and to the entry of findings that she refused to provide documents and information or appear for on-the-record testimony as requested by FINRA. The findings stated that Valerio was under investigation regarding allegations made in a U5 filed by her former member firm that she applied for and received an SCA grant and loan without a legitimate business purpose when she refused to appear. CASEY JAMES KEMERLY (CRD #4707270, PENNINGTON GAP, VIRGINIA)

August 4, 2021 – An AWC was issued in which Kemerly was barred from association with any FINRA member in all capacities. Without admitting or denying the findings, Kemerly consented to the sanction and to the entry of findings that he refused to provide documents and information as requested by FINRA. The findings stated that Kemerly refused to provide documents as requested by FINRA beginning in June 2021, after being charged with unspecified crimes in September of 2020 and terminated by his member firm. WALTER MORROW ALLEN (CRD #1344149, SUFFIELD, CONNECTICUT)

August 4, 2021 – An AWC was issued in which Allen was barred from association with any FINRA member in all capacities. Without admitting or denying the findings, Allen consented to the sanction and to the entry of findings that he refused to provide documents and information as requested by FINRA. The findings stated that Allen was under investigation regarding allegations that he executed trades in non-discretionary accounts without written client authorization in violation of the firm’s policies and procedures when he refused to provide information. (FINRA Case #2020066785901)

FRANK VINCENT SAPARETO JR. (CRD #2274877, DERRY, NEW HAMPSHIRE)

August 9, 2021 – An OHO decision became final in which Sapareto was barred from association with any FINRA member in all capacities. The sanction was based on findings that Sapareto provided false or misleading testimony and written information during a FINRA investigation and for engaging in an undisclosed outside business activity. The findings stated that Sapareto had been under investigation for outside business activities, including the formation of a film production company without notifying his member firm when he provided false testimony stating that he had not in fact formed said company. (FINRA Case #2018060379701)

THOMAS WARD STRATTON (CRD #1646899, MELBOURNE, FLORIDA)

August 12, 2021 – An AWC was issued in which Stratton was barred from association with any FINRA member in all capacities. Without admitting or denying the findings, Stratton consented to the sanction and to the entry of findings that he refused to provide documents and information as requested by FINRA. The findings stated that Allen was under investigation regarding allegations of potential misuse of customer funds with respect to the sale of promissory notes related to a third party’s life insurance policy when he refused to provide information. (FINRA Case #2021071245401)

ALEXIS KINASHEA COOKE (CRD #5598604, BROOKLYN, NEW YORK)

August 13, 2021 – An AWC was issued in which Cooke was barred from association with any FINRA member in all capacities. Without admitting or denying the findings, Cooke consented to the sanction and to the entry of findings that she impersonated two customers by generating false email addresses, forged their electronic signatures, falsified four fixed annuity applications, and provided false testimony regarding these events. The findings stated that Cooke received approximately $68,000 in advanced commissions for the four applications, which the firm eventually recovered when Cooke falsely cancelled those applications. WILLIAM WRIGHT JR. (CRD #3048195, NEW YORK, NEW YORK)

August 19, 2021 – An AWC was issued in which Wright was barred from association with any FINRA member in all capacities. Without admitting or denying the findings, Wright consented to the sanction and to the entry of findings that he failed to provide documents and information as requested by FINRA. The findings stated that Wright was under investigation for allegations in a U5 that he borrowed money from a customer of the firm when he refused to comply with FINRA’s request.
